DIGHTON — Town Administrator Michael Mullen, together with the Board of Selectmen, announces that the Town of Dighton will be instituting a new program for the licensing of businesses operating as junk dealers in town.

Beginning February 2023, the Town of Dighton will be mailing out licensing packets with filing instructions and due dates for submission. A public hearing will be held for all applicants and the approved Junk Dealer’s Licenses will become effective on May 1, 2023, and be effective through April 30, 2024, and thereafter on an annual basis.

Each license will have a fee of $250.

In accordance with Article X of the Town of Dighton General Bylaws, a Junk Dealer’s License is required for every person who is in the practice of collecting, dealing in, or keeping a shop for the purpose, sale, resale or barter of junk, old and precious metals, and for second-hand articles, and shall be licensed by the Board of Selectmen.

The Board of Selectmen, after significant public input and discussion with local businesses earlier this fall, established for the first time a licensing process to implement the by law requirements in Article X.

Community members should note that said license is not required for a holder of a motor vehicle dealer’s license, regardless of class, issued in accordance with Chapter 140, Section 58.

Each application should be made in writing to the Board of Selectmen and set forth the name of the party licensed, the nature of the business, hours of operation and the building or place in which it is to be carried out.  Each license shall be issued on a location-specific basis and shall be for a period of one year unless sooner revoked by the Board of Selectmen.

The license shall be clearly and prominently displayed in a suitable and conspicuous place on the premises and shall run from May 1 to April 30 of each calendar year.

License holders may be subject to unannounced visits by town officials to assess compliance with license guidelines and requirements and to investigate any applicable related complaints.
